I’ll be a little more specific in saying that ‘God’ created man to be the ‘Gods’ of Earth.
As an agnostic individual, I am slightly doubtful of God’s existence (but who am I to know?). But, in a way, humanity has risen to a level such as that of a ‘God’. Our species dominates the planet. The use of animal husbandry opened the door to civilization as we know it. To animals, we may seem like ‘Gods’ or leaders. With five fingers, we built a world that revolved around us, controlling the elements through engineering practices and hard labor. Water flowed where we wanted it to. Plants grew at our command. Hulking, giant machines were made to do what animals couldn’t. So yes, we may be ‘Gods’, and our very existence may prove the presence of an original ‘God(s)’.

“We are God, because only we can create the idea of his existence” – Yello. Always made me think.
